20-8-2009: Executive committee meeting of SNEA(I)/NGC was held on 10-8-09 at GM office bldg, NGC.

The first technical committee meeting is scheduled to conduct 21-8-09 at GM office bldg, NGC. All the technical committee member

25-7-2009: Due to unavoidable condition, AGB  scheduled to postponed on 1-8-2009 at APN plaza,

Chettikulam Jn, Nagercoil from 10: 00 hrs onwards. Circle President & Circle Secretary

will attend the meeting. Also Special address will be given by General Manager, Nagercoil. All comrades are

requested to attend AGB without fail. Also comrades are requested to pay their pending subscription, donation before the AGB.

25-7-2009: On 23-7-2009, District President, District secretary, ADS invited GM, Nagercoil to attend AGB in open session.

19-6-2009: Annual General Body meeting will be held on 11-07-2009 (Saturday) at APN PLAZA,

Chettikulam Junction, Nagercoil from 10:00 hrs to 16:30 hrs. Morning open session,

Special address will be given by GM, Nagercoil (subject to availability of GM) . Lunch also( both

Veg/Non veg) arranged. All are requested to attend without fail.

 

10-06-2009: Finally EC meeting conducted on 08-06-2009 and following decision taken.

1. Annual General Body meeting will be held on 11-07-2009. Venue will be announced later.

           It is decided to invite CS,CP,CT, neighbour DSs, Circle office bearer, General Manager, NGC .

           Before that all comrades are requested to pay their up to date subscription.

2. For posting of promoted SDEs in NGC SSA, Resolution passed for considering all our comrades to post at NGC SSA.

 

 26-5-2009: It is decided to conduct Emergency Executive meeting on 27-5-09 at 1730 hrs at Nagercoil.

21-1-2009: It is decided to conduct NGC SNEA(I)  General body  meeting on 29-01-2009

 BSNL for placing JTOs and SDEs in the Standard revised pay scales of E2 and E3 respectively and consequently Sr SDEs to DGMs in the pay scale of E4 to E6

23-12-2008: Down Grading the Pay Scale of JTOs and SDEs : GS served Notice to CMD BSNL for

 imminent Country wide trade union actions – unprecedented perverse thinking on the part of BSNL

Management – Reported sinister and very dangerous move of the management to downgrade

 the existing pay scale of JTOs and SDEs from the existing E1A and E2A to E1 and E2.>>>>>>>>

3.A massive Rally is to be arranged at all district levels on 18/11/2008.

18-10-08:ITS officers Execesiced their Option, said NO to BSNL : In a shocking development at the

 end of option period on 16-10-08,we had come to know from various sources  that more than 95 % of ITS officers in their option form

 had made NO to BSNL and  instead had opted to DOT but by doing so they had used pen to write

few lines like matter is sub judice, pay scales are not attractive, etc which may amount

 to be violation of option form guidelines. Comrades don’t fear be ready to accept the

challenge and take charge of this 150 plus years old mighty Giant Company at its most

 troubled period ever seen

1-7-2008:GOOD NEWS: DA increased by 5%:  We had information from a reliable source that IDA has been 

increased by  5 % w.e.from Today i.e. 1st July-2008 and now it will be 34.4% instead of 29.4%. 

Orders are expected to be issued very soon.  

30-6-2008: Circle secretary informed that it is proposed to conduct CIRCLE CONFERENCE on 4,5th october 2008

at Tanjore. GS, All CHQ officeres, Com. Seshagiri Rao will attend the conference. Also it is requested to collect

Rs. 100 per comrade for Circle conference and delegate fee is Rs.500.

28-6-2008: It is learnt that Result of Competitive Exam for TES Group-B, results are expected to be announced within 

next 2 to 3 Days. Regarding DPC from SDE to DE also orders are expected to be released within 

next 3 to 4 days. For Holding of Next All India Conference GS told that it will be held on 

13th, 14th & 15th December-2008 at Vadodara ( Gujarat ).  

28-6-2008: Last week SNEA meeting had with GM, NGC to discuss the following issues.

1.Centralizing of EB Cheque

2. Introducing Petro card for Diesel

3. Providing PCO at Vadasery Busstand.

In that, EB Cheque cntralization, Providing PCO are settled. Regarding Petro card, it is under consideration.

14-6-2008: AGB successfully conduted on 13-6-2008 at APN Plaza, Chettikulam. In Open house session

our General Manager, NGC delivered one and half hour special address, which is verymuch useful for our comrades.

Com. Krshnakumar conducted seminar on Marketing trend, which contains valuable points.

                 In afternoon session, AGB conducted , secretar and Treasurer presented reports, which are approved by thehouse.

CWC meet at Chandigarh:   CWC meet at Chandigarh concluded yesterday after two days hectic constructive meaningful discussion

 and deliberations on most of the issues related to Financial Viability of BSNL, future pay scales recommended 

by wage committee, ITS absorption, EPF problems of DR JTOs, issues pertaining to Civil & Electrical executives, 

Organizational matters and about hosting of next All India Conference, From our SSA, Com. R.Rajan CWC member attended

the meeting.

Second All India Conference of SNEA:   Next All India Conference will be held at Ahmedabad (Gujrat) preferably 

in the first week of December-2008.

Annual General Body meeting will be conducted on 13-6-2008(Friday) at APN Plaza,

Chettikulam Jn, Nagercoil. Time: 10:00 to 17:00 hrs. Due to meeting with Minister of communication on

NEW9thMay-2008:  Merger of 50% DA: Order was Not issued yesterday also may get delayed for few more days, 

as the matter was sent yesterday to the Management Committee for approval. The issue of very less operating 

profit of BSNL for the year 2007-08 vis-a-vis the financial implication on the Company by implementing this 

50 % IDA merger and DoT letter no. 1-45/2003-B dated 15th June 2006 w.r.t enhanced pension contribution 

was the main concern in the MC. The issue is likely to get settled very soon.

2-5-2008:MERGER OF 50% DA: Long awaited 50% DA merger file moved to BSNL, Ministry

 of Communication & DOT approved the merger and decision of Government is conveyed

 to CMD BSNL. Now BSNL administration has to issue Administrative approval and order,

 which may take further 2 to 3 days. Comrades, SNEA was the only Association which had 

first demanded 50% merger, and we even went on 2 days Strike in December-2006,

17-04-2008:

Latest status on merger of 50% IDA: 
GS met DDG(PG)/DOT who is looking after the functions of concerned DDG(SU) to 

enquire about the latest position on the issue of merger of 50% IDA with basic.

 BSNL board has already approved merger of 50% IDA with basic wef 1.1.07 and 

sent the file to DoT for its approval.  

The file has been sent to TPF section (telecom planning finance) by the SU section 

of DOT to examine whether  budgetary provisions on account of payment of pension 

have been incorporated. Unfortunately, the delay is on account of concerned 

DDG(TPF)/DOT also being on leave. It is gathered that there is absolutely no 

hurdle that BSNL's proposal is likely to face and the approval of DOT is expected

 within a couple of days.

26-10-2007:Com.M.Monikantan DS-SNEA unanimously selected as convener of United Forum  of BSNL Executives'Association and com.R.Rajedran ADS AIBSNLEA selected as Treasurer to conduct follwing programes

A) Programmes:

MASSIVE DEMONSTRASTION   -           ON 2ND NOVEMBER, 2007 AT GMTD  office Nagercoil (DURING LUNCH/CLOSING HOURS)

 MASSIVE DHARNA                       -        ON 14TH NOVEMBER, 2007 AT GMTD Ofice Nagercoil  (FULL DAY DHARNA)

 B) Demands:

a)    Immediate and unconditional withdrawal of the instructions regarding recruitment of MTs issued on 13th Sept., 07.

b)    Immediate absorption of ITS Gr A and filling up of all the posts from STS onwards by the executives of BSNL, not by deputationists.

c)     Immediate Implementation of CPSU Cadre Hierarchy.

d)    Regularize all the existing adhoc STS and fill up all the existing STS vacancies on regular basis.

e)    Put on hold the instructions issued on transfer policy.

f)      Resolve pending issues related to Promotion Policy and service weightage.

2. Grant Navratna status to BSNL

3. Ensure financial viability

4. Withdraw unjustified condition on pension

5. Immediate absorption of Gr. A ITS officers

6. No VRS/CRS

7. Start Wage Negotiation

8. Merger 50% of DA with Basic w.e.f 1-1-2005.

22-9-2007: The Time bound promotion i/r/o JTOs  in the year 2005 cases, (including two SDEs namely Com. Anbazhakan, Com. Ramji ) , the approval received from CGM office by GM Office, NGC SSA. The same is put up to AO for further payment release.  Also, the pay fixation on the date of increment i/r/o JTOs  in the year 2006 cases are in the process at circle office for further approval. Orders are expected shortly.

18-9-2007: The local transfer order  within the HQ for following SDEs are issued on 17-9-2007 The new places are Com. Ulaganathan -SDE(Extl), Vadasery, Com. Hari- SDE(Trans. Plg), Com. Neelakantapillai-SDE(SW-pl) ,Com. Jerald-SDE(MM), Com. Ramanathan -  SDE(Estimate).  The order will be effected from 3rd week of October. In mean time, the Association will discuss this case in forth coming General body meeting on 27-9-2007.All comrades are requested to attend GB and give your valuable suggestion.

14-09-2007: The Section division case of com.Pazhani SDE(E) THK is settled 

14-09-2007 : The order issued to com. Dhurai Rajasekar SDE(PP), allotting aditioal duty of monitoring Fie extinguisher in the buildings namely Vasantham, TRA,Sivaraj Building is cancelled by GM at the request of our Association.

1-9-2007: The Time bound promotion i/r/o JTOs  in the year 2005 cases, DPC conducted and sent to circle office for further approval. Also, the pay fixation on the date of increment i/r/o JTOs  in the year 2006 cases were scrutinized and sent to circle office for further approval. Orders are expected shortly.

1-9-2007: It is proposed to conduct farewell party on 27-9-2007 at ROA Hall to Com. Paulraj JTO-KCD, Com.Soundararajan JTO WLL-OFC, THK on their superannuation on 30th sep 2007. 

20 August 2007: SNEA Dist. branch to hold Lunch hour demonstration(13.30) in front of telephone exchange,Nagercoil on 21-8-2007 in solidarity with our Oil sector executives agitating for merger of 50 % DA. All comrades are requested to attend to make the programme success.

11 August: 2007:Protest demonstration conducted on 10th August 2007 against VRS in front of telephone exchange, Nagercoil along with BSNLEA and NFTE as per instruction of circle secretary, Tamilnadu.

10 August 2007 : Time bound promotion order for eligible officers issued

8 AUGUST 2007: Providing new furniture to the officers who are accommodating in New GM office        building-Case settled. In furniture committee, Our Com. C.Gopalakrishnan.ADS activities are highly appreciated by SNEA to get the furniture at the earliest.

19 July 2007: Arrear payment process for time bound promotion will be finished with in 3 days for JTO to SDE and 15 days for SDE to Sr. SDE ,since some clarification regarding regular Sr. SDE cases are under discussion. Regarding this matter, District secretary met DGM and IFA of Nagercoil SSA and given pressure to speed up the process. DGM assured that the process will be completed with in short period. 

19 July 2007: APO will be placed by BSNL today or tomorrow for 23.3 million GSM lines

                   In the meantime, the Joint forum will meet today in connection with the above matter. 

12 July 2007:Congrats to all the Comrades for making 11/07/07 Strike- a Total Success.

We have created tremendous pressure on BSNL/Ministry by the total Strike in BSNL through out the country.

Based on the assurance given by the Minister of Communications the Joint Forum decides to defer the strike by 15 days to give time for the BSNL/ ministry to settle the issue .

Minister of Communications  today appealed to call off stir in the interest of the country and the PSU. He  assured the employees that the interest of BSNL and its employees would be protected . Immediate action will be taken for procurement of 23 million 2G+3G GSM as soon as the Report from BSNL on quires raised by minister is received.

    06 July 2007:Com. M.Monikanta DC SNEA(I) Nagercoil was unanimously selected as Chairman of BSNL Joint Forum to lead the agitation programs by joint forum of BSNL to immediate procurement of 60m GSM Lines .

    The Process of  Tender for 45.5 Million  GSM Lines.

(some facts and figures)

* 31st Aug’05- Board of Directors decided to tender for 60millon GSM lines with order in two phases.

* 5th Oct’05- Committee was formed for preparation of the tender document.

* 31st Jan’06- BSNL Board decided to get the tender document vetted by a team of independent experts.

* 22nd Mar’06-Tender was floated by BSNL for a capacity of 45.5 M Tender.

* 12th June’06- Bids submitted by five venders M/s Ericsson, M/s Motorola, M/s Nokia, M/s Siemens & M/s ZTE.

* 9th Octo’06-Opening of Financial bids of three Techno-commercially successful Bidders - M/s Ericsson, M/s Nokia & M/s Siemens. On the same day, M/s Motorola approached Delhi high Court against their disqualification.

* 25/26th April’07- Committee for Evaluation of Tender (CET) submitted  report to BSNL Management.

* 12th May 07- BSNL Board approved  the CET report. At the same time, APO was ready for release.

Estimated Loss due to delay

  60 Million capacity (45.5M Tender+ 14.5M Reserve quota to ITI) meant to be utilized within 3 years (36Months). It means 60 divided by 36 is equal to 1.67 Million cellular subscribers per month to be added in BSNL’s network. It is quite feasible as BSNL added more than 1 Million in the month of March 2007.

  Even if the ministry clears today, the case for placing PO, delay to the tune of 2 months is already caused. The subscribers will not wait for BSNL but will take connection from competitors causing permanent revenue loss to BSNL.

  ARPU of BSNL’s cellular subscriber during last quarter was about Rs.328.

  The loss of revenue due to delay of 2 months alone comes to the tune of Rs.110 Crores(1.66 Million subscriber x  2months  x  ARPU Rs 328).  

If tender is cancelled, it will take about 12 months again causing irreparable loss & death of BSNL.

  In short, if the purchasing orders are not placed immediately, a recurring monthly loss  of Rs. 5.5 crores will be there and by the time any new tender is finalized if may be loss  of more than 30,000 crores, discredit  to Government, and almost extinction of BSNL from Telecom sector.
